Has anyone thought about storing written procedures in the admin so a store's staff would have a ready reference on how to do various tasks ("How to enter an order as a customer," for example).

Might be much ado about nothing. Not sure it couldn't just be covered by a 3 x 5 card in a desk drawer or a bookmark to an html file on the local network.
IMHO, anything that detracts from a full-screen for the staff may not be all that helpful. Not sure there's an ROI.

I've used Admin Notes to do such things and have also used it to leave another admin notes as part of a conversation. The information doesn't have to take the space at the top of the screen necessarily, but that is an option that can be used to attract attention to the presence of a message.
