Absolutely still true. There is a plugin also that can make such "generation" easier called Clone a Template.
Mind you, after an upgrade where that new template structure may be transferred, that the template override files should be compared to the equivalent files of the new version and any updates made incorporated. This way, the modifications remain and the updates are incorporated.

Yes, that's the way to do it. Anywhere you see a "classic" folder, you can create a folder named with your template name, and override files in there.
