received order with gift certificate but was not using GV balance

Hello there,
I noticed an order came through saying 'Gift Certificate' but it didn't have a minus amount for what was used so I knew it must have been an error. Luckily I spotted it.

But 4 minutes earlier they were declined with direct payment (payflow pro UK), I saw the debug log for it:-

I do check orders normally, but I did notice Paypal had maintenance the same day (25th October), maybe that is the cause. I did look through forums and found somebody had issue with 1.3 and this. It can happen when customer resubmits the url or similar in browser.

Also no payment error email for failed checkout received, which I usually get. So this lends weight to paypal issue, just a heads up for people in case it happens to them.
