Default Paypal Refunds - Fees are Kept!!!

I just found out that Paypal is no longer refunding the fees when the seller fully refund the customer, They say that is their new policy which i never seen or read, any how, i am trying to find a way around that, what if i set "PayPal Express Checkout" Payment Action to Auth Only, would that give me the seller the final say to process the payment or Void the Order Authorizations rather than issuing a refund if for some reason the sale can not be finalized?

Any suggestion for other processor in the USA?

Authorize is the way to go. That way, it will not charge till you tell it to AND, it will not collect any more than you tell it to.

Yes, perhaps I should have said Auth Only versus Authorize.
