Php is a piece of software the is installed on the server by the hosting company, You could see it as part of the operating system.
Zen Cart uses this to work, but as php versions increase some things wont work anymore. A bit like old programs on a pc that worked on windows 95, but not on windows 10.

Yes you can simply move all thing up from the sub-folder. You will need to edit the 2 config.php files to reflect the new folders

Php is a part of the server and ZC takes advantage of its presence. Your host (or you through cPanel) would have the ability to assign/set the php version.

The process would be started in the sub-folder or if able in a sub-domain.

Ok, thanks for the great info all. I will call hosting company today and see if they can fix it for the time being. I will go for the upgrade soon.

SOLVED!!

Ok, so after some back and forth with my hosting company, they downgraded my PHP from 7.x to 5.6 and the site is working again!

Thank you all for the help. You all are brilliant. I still plan to work on upgrading the site but at least I can do it under less pressure. Thanks and happy holidays!
