Banned Customers

I have a few customers banned in the store, one in particular has 2 accounts that I have banned. However, all the need to do is add a new email address and they can get into the store. The same name as one that is banned is used so I assume they are not banned by name? I have the IP address is there an easier way to ban them by name, email AND IP?
