Do you need a margin of 320px to keep your phone number left top?
If so, it may be better to add some html tags and change CSS.
You can see your phone number goes to near the center of header if you change your browser size.

If I remember correctly, Westminster_new template has tpl_header_mobile.php in the common directory.
And in the css directory, it has responsive_mobile.css.
Search and edit them.
