Note also that this file is not part of the core, so it will only be present if you have a template that uses it, like some of Picaflor's.

Did developers toolkit ever have the ability to find a whole file by name? I have never tried to use it like that.

It doesn't really find the file by name - it finds references to the file by finding its name inside other files. It's a text search. If you use the string "tpl_home_slider.php" in the last box in the toolkit, it will show you where this file is pulled in (assuming your site has a template that uses that file).

So in the case of Responsive Sheffield Blue, it shows you the three "header" files that reference "tpl_home_slider.php".

And then from there, locating the file tends to be something of inspecting the results originally found and how they were used/developed... by that I mean if the line uses the get_template_file type function, then there should be a reference to whether it is in a templates folder or possibly the common folder. Another case of finding the file (reference) is by searching on content within the filename such as looking for the contact_us page where the template file is tpl_contact_us_default.php, searching on contact_us should at least give some reference/clues to finding the file.

The "file" may be found also where the header to the file (commented out text) may actually contain the filename and therefore would come back in the search... if you have it return enough rows of data, then you might be able to see the entire file from within the admin. I typically default to 3 rows so I see a total of 7 lines of code and expand as necessary after the first set of results...
