Welcome aboard... There's some good information already provided, we see what page is in question (Based on the information in the picture and making an assumption that little to nothing else has been installed.) appears to be the checkout_shipping page. Not really able to tell what Zen Cart version is being used. While it could/would be good to know the history of the site such as how it was upgraded, built, etc... it doesn't look like the issue in question is related to a change but instead seeking understanding...
So there are possibly other questions to address (please see the posting tips that appear when responding to this or when starting a new thread. The posting tips for each is the same, but it contains great information to provide up front so that an answer can be given right away.) Note, it has been some time since you wrote, and while I'm known for writing a lot, I believe this could have been answered quickly if the other information had been provided. :)
So, the next part though is what text is desired to be changed? There's a number of text areas presented in the picture, so its hard to say which specific constant or file may need changing. But... Never fear, one great thing about Zen Cart is its awesome file/database search tool... It can be found under the tools menu, then "secretly" tucked away as Developers Tool Kit...
From there, if you go to the bottom of the screen in the far left text block, you can type in at least a few words of what it is you are searching. If the text wraps around from one line to the next, pick text that is on one or the other line (might have html to alter the view and a search may not find the desired text).
Then select catalog from the drop down (no need to search the admin for text that is shown on the store side generally). If the typed in text specifically matches the capitalization, then may want to click the checkbox to force matching the case. Generally speaking the file(s) involved will be .php files which is the default selection. Click the search button and you should get results... For guidance to interpret, please identify what was found (in the search as well as looking up how to resolve the question) and what would be desired to be changed... I think the above is enough text for the moment. :)
