Have you customized tpl_banner_box.php or tpl_banner_box_all.php in such a way that the $content variable is no longer set in them?

No i have not customized any code. I have only downloaded one plugin to clone the templates for my template. I tried the Green Classic and the Responsive Classic and the problem is in all templates.
tpl_banner_box.php and tpl_banner_box_all.php are not contained in the responsive_classic.php template. DO you have any other ideas?
Like all other sidebox templates, they call a module which generates output which it stores in the $content variable, and then the template outputs that $content in the spot where the sidebox displays.
If the module or template files have been altered such that $content is not set to something new then it might be outputting something it had previously. Or the alterations might actually be intentionally outputting that $content. Or the alterations in those files might be calling other files that are resetting $content to be the address info.
Best way to track down all the changes is to compare your files against original Zen Cart files, and all your current template files against a reliable original (eg: one that comes with Zen Cart, not one that's been heavily customized), and all overrides files against the originals they're overriding.
Another way to explore, especially since you said this happens "out of the box" (but then you imported an old store, so it's no longer out-of-the-box), is to set up a brand new store and NOT import anything, but instead manually configure the store as you want it to be. Then you'll be able to find out what change is actually causing the problem ... whether it's a change in settings, or a customization you make to a file, etc.
The added benefit of this approach is that if you do find an actual bug you'll be able to describe clearly how to recreate the bug, which then allows the developers to offer a fix very quickly. In the absence of clear steps that the developer can use to reproduce the problem it's very difficult to guess what's causing your symptom, let alone fix it.
