Is there any way with zencart to Block a buyer? I have a buyer that keeps placing orders using the Paypal option and then Cancelling every time.

Might be worth reporting them to PayPal.
If they're always using the same login, you could ban them in your Admin, but that doesn't stop them from creating another account using a different email address.
Banning them is as simple as clicking the green box:

Or click to edit the customer, and choose Banned from the first dropdown..

Ugh what a pain. Try to ask PayPal not to stick you with the processing fees for these cancelled orders.
