Default After Upgrade Cant't Put Into Maintenance

php 5.64 running ZC 1.57 on newly upgraded from 1.54

For some reason it appears that my site is still operational after setting Down For Maintenance on True.

It's working perfectly - this is exactly what it should be doing.

PS> Update your PHP. Go to at least 7.3!

So for those that weren't able to check the site out during this time, swguy's excitement is about the fact that for us non-admin like visitors to that site, the site displays as down-for-maintenance. Additionally because the OP appears to be an admin to the site and the ip-address identified to his/her computer has been captured, the OP is permitted to navigate the site without constantly being faced with a down for maintenance image. So, yes, that aspect of the site is working perfectly.
