define_pages_editor.php sets the variable $file at about line 58.

header.php sets the variable $file at about line 79.

$file = DIR_FS_ADMIN . 'includes/local/skip_version_check.ini';

What that means is that by the time I get into the body of define_pages_editor I am looking at admin/includes/local/skip_version_check.ini

I have looked on two clean installs now but maybe I am missing something obvious. It seems unlikely that this is right :-(
