CA sales tax added for Oregon and Washington - randomly!

In our cart, we've got no tax rates defined at all, not for any zone. The tax class for every product is set to --none-- in the admin config.

Yet, some orders get 14.2% CA TAX added to them. It seems to be totally random. Some of these orders are for Washington state, some are for Oregon, some for California.

Has anyone seen this happen before?

First things I'd explore:

- do you have any Order Total modules added other than the defaults? Perhaps list them here along with their status (green/red).
- if you're not charging taxes anywhere for anything, you could turn off the ot_tax module.
- is it possible that the tax was added by some rules you've set up in your Payment Processor's settings? (eg: perhaps you're using the old PayPal Standard module and have configured PayPal to charge taxes in certain states for things like eBay sales?)

What payment modules do you have installed? Which ones are active?

What plugins/addons/templates/services have you installed? ie: in what ways is your store different from a brand new untouched install?

Tough question :-). As I'm following in the footsteps of an army of web developers over many years!
