Yes, when I do upgrades I usually rebuild the site's customizations onto a new site, import-and-upgrade-the-db, and go from there.

The upgrade process has been tested back to 1.3.8, but be sure to look in the logs/ folder after you upgrade the database to see if there were any issues.
