Since this is only a test install, delete everything, and reinstall from the start.

I mean sure, store works, but why didn't it? What truly needed to be adjusted? Why did it not work the first time?

Not really solved, I just found a walkaround.

I think I found it.
Looks like tax classes and tax rates weren't matching up with the products values,and somehow ending up without prices in the store.

I'll look at the code, but that doesn't make sense as a cause for add-to-cart to be absent. Free items can be added to the cart (if in sufficient quantity) just as well as items with a price. Now I did note some time ago that the store was setup to support backordering product. I don't know if that is by design or if the settings were not discovered. To see what I mean, go back to the problem product identified in this thread on page 1, add 1000 of that item to the cart to see what I am/was talking about. The item is basically displayed as being "out-of-stock" in the requested quantities.
