HOT TO: prevent non-Superuser to perform specific actions

I just had a case where a non-Superuser accidentally deleted a category from the catalog. That user normally does have access to the Catalog->Categories/Products page, but should not be able to delete anything.
For example, you might have a user authorised to do order processing, but that user should NOT be able to delete an order.

I've attached the files here (instead of making it a plugin). There's one core file affected, although I'm hoping for the notifier to be included in the future releases of Zen Cart so the core file doesn't need modifications.

The mod can easily be expanded to more actions and could be used for numerous other purposes - in this case it's only being used to prevent any "delete" actions by a non-Superuser.
NOTE: deleting a customer account is still possible because that action doesn't use the "delete" keyword.
