New Zealand has New Shipping Options for International, which is my best option?

I'm running on 1.5.7c and would like the best shipping option for sending internationally.

We now have 4 options available
1. Economy
2. Economy Tracked (new)
3. Courier
4. Express

And we now have 6 Zones
A. Australia
B. South Pacific
C. Asia
D. Canada, UK and Europe
E. Rest of World
US. USA

To complicate matters more, our domestic system has 3 zones - local, North Island, South Island

On my old site, I used Zone Rates for International, although it doesn't seem to be calculating on the new website, so before I try and work out why it's not, I would like to know if everyone else thinks this is still the best option for me.
And, do I need to create 4 versions of the Zone Rates - 1 for each option?
