No access to paypal in "Payment Method" when only option listed.

Hello everyone.

I seem to be having an issue that I haven't been able to find a solution for. Unfortunately, my store is currently unavailable for viewing until I get this resolved.

Long story short:
I have used zencart for many, many years and have always been very happy with it's performance. Recently I decided to redo my old website to have it catch up with technology. This being said - I am using PHP 7.4.26 - Apache 2.4.5 - Mysql 5.7.36 (local & host) I updated zencart to v157d - rebuilt it completely and believed everything was working perfectly....until......

It comes to the "payment method" section.
I only wish to offer paypal express as a payment method (IPN info working great).
However, when I do this - there is NO checkbox for selection in the "payment method" section. Nothing! No checkbox - just the paypal image.
I went back in and added money orders as an option also and then the checkbox appears for both. This doesn't appear to be a paypal issue because if I can access paypal checkbox the transaction goes thru flawlessly. Also, if I have paypal express buttons on other pages - they function fine also without issue. My problem appears ONLY on the checkout_payment page if paypal is the only option available.

I have spent days scouring thru code to make sure I didn't inadvertently block the checkbox somewhere along the line. I have changed the paypal settings in every combination possible - with no luck.

why you need the radio button with only 1 option i can not say.

but if you were to change line 125 (again depending on your template) to `> 0`, i think your button would magically appear.
