Cannot Ban IP Address - Keeps Coming Back

No matter what I do, I can't seem to BAN an IP Address (from Estonia Tallinn as per Domaintools Whois) that keeps getting to my "special_login" page, and usually creates 1-15 special_login sessions!

I'm running ZC v1.5.7c, and have IP Blocker Installed. I've added the problem IP there.....

I've also added the problem IP to my .httaccess file, and also in my Godaddy hosting cPanel......

The same IP address STILL shows up on my Who's Online page almost daily!

Since there are no new accounts or orders generated, there doesn't seem to be any harm done, but I just feel the need to stop this problem IP from reaching the special_login page so many times daily!

Well, only from what I see in my store's Who's Online page!

It's the same IP that I see every time......
