Changed Zone Definitions - Taxes, Payment and Shipping - to Bulgaria
I added a VAT 20%
then I added it to Bulgaria zone
Then I set Cash on dilivery - Zone -> BUlgaria


OK for Payments methods I use: Cash on Delivery cod 1 default
Shipping : Flat Rate flat 0 -> Zone Bulgaria

Orders Total: Shipping ot_shipping 200 -> settings are default
Tax ot_tax 300 -> settings are default
Total ot_total 999 -> settings are default

Tax Classes Action
VAT
Tax Rates
1 VAT Bulgaria 20%

Zone Definitions - Taxes, Payment and Shipping
Bulgaria -> Bulgaria - All Zones
