This FAQ addresses moving the files up a level.

Right now you have things in:
/public_html/catalog
and you want them in just
/public_html
right?
So, following the FAQ, use your FTP software to move the files up a level.
Then edit the configure.php files
Then set the session_write directory (as per FAQ)
And remove the redirect you just created
