Get onto the hosting company and find out what they are doing. It sounds as though they are operating in Safe Mode with a whole bunch of restrictions on what you can and cannot do. Some of those listed are perfectly reasonable for a shared server - but you do need to find out what their setup is and if you can run Zen Cart on it.

From that list, Zen Cart uses ini_get, ini_set, set_time_limit, in order to check that system settings are suitable for operation, as well as to optimize its behaviour based on system settings.
