What shipping modules are you using?
Are you using Zones on your shipping modules?
What is the Ship From?
What is the Ship To?
What is the weight of the Products?
What are your settings in the Configurations ... Shipping/Packing ...

I use "free shipping" on shipping module
Shipping Zone is "none"
Ship from florida to minnesota
I don't use shipping weight
"Shipping" for configurations
Are you marking your Download Products as:
Product is Virtual: No, Shipping Address RequiredThe Download filename on the Attribute makes the Products with the Downloads automatically Free Shipping ...Always Free Shipping: No, Normal Shipping Rules

I ticked all of these on all of my products "Always Free Shipping: No, Normal Shipping Rules". Now, I will have to wait if it'll work. I will post about the result.

Try testing your own site and create your own customer and test adding Products to your own cart and test your own checkout to see what happens ...
Then try adding multiple addresses to your test customer account to test various scenarios ...
Don't wait for customers to be your guinea pigs ...

I did try it before she even ordered but she got that error. That is why i was wondering where I did I configured it wrong. But, I will try it again. Thanks so much for the help.
