say, if "telegraphic transfer" payment is chosen, the module will add a surcharge over the total amount.
Any module can do this?

You could use the COD fee module as a model.

COD fee moduel add fee on shipping methods,
but I want to add fee on some payment method
can we modified the payment_type_discount module become a
payment type fee module?
just modified it from deduction to addtion in logical... at least I think so...
but I am not familiar with PHP language![]()

I hope you are not planning are charging a fee for Paypal or credit card customers. That would lead you to trouble. But you can raise all your products prices by lets say 3%, and offer a 3% cash/check/money order discount. Its the same thing but it keeps you out of trouble.
Im not saying that what you want cant be done. But you may not get the help you were expecting.

I just want to charging a fee for "telegrahics transfer" payment customers,
which have a considerable bank charge around USD 15
Kim's suggestion is the correct suggestion.
COD is not a shipping module, it is a payment module.
Admin>Payment Modules>Cash on Delivery
Then at Admin>Order Total>COD
Set the fee you want to charge
Change the text from Cash on Delivery to "telegraphic transfer"

I am using a third party shipping module called: registered air parcel (code: airmail).
if this shipping method is chosen, the COD fee method won't work..
It does not include the COD Fee..
other shipping method just works fine.

Did you follow these instructions?
Then at Admin>Order Total>COD
Set the fee you want to charge
For new modules that are not included with Zen Cart ...
You would need to alter the /includes/modules/order_totals/ot_code.php and add in your new payment module so that it can work with this ...
You need to follow the pattern that the other modules use ...
Then, to install this, remove and reinstall the module to configure the new information ...
