I looked in Downloads, Shipping, and did not find it there.
I want to use it to set up "Call for shipping" and "flat rate" shipping.

You should take a look at Advanced Shipper from ceon.net - not free, but probably THE best shipping module available in that you can set up just about any shipping scenario imaginable.
