    Im with VodaHost and have gone into my blueFTP and changed chmod there and I also went into my file manager within my control panel and Im still recieving the message.

    cart/admin/includes/configure.php ?

    This to files must be ?
    Try refreshing your page ? maybe its cache that - (press F5)
    Or clear your IE temp files

    This thread is about Windows hosting, and your hosts say this:

    Servers (brand) Dell PowerEdge

    Servers (type) Redhat Linux / Apache

    For permissions try 444 and if that doesn't work try 400.
