    admin configure.php is not writeable
    store configure.php is not writeable

    on WinXP & IIS5.1

You need to be a bit more specific. The response you are getting is exactly correct for an installed ZenCart.
If you are attempting to upgrade, you will need to set those two files to read, write, and execute.

sorry, this is a re-install on a local box running IIS 5.1. Prev. version full removed before starting.

unziped files. Setup a virtual directory. Created the confgure.php files in the dirs using the dist-configure.php files. Set the permission on the files to read, write ,execute.

    ran install

    Problem still exists.

How exactly did you set the permissions to read/write/execute?

You need to specifically set those permissions for the "Internet Guest Account" user, whose name is IUSR_XXXXXXXXXXXX where XXXXXXXXXX is the name of your server.

One would not generally make changes to the configure files in a clean install before running zc_install.

Load all the 1.3.0.2 full fileset files to the virtual directory and run http://localhost/virtualdirectory/zc_install and see if that doesn't work.
