What is the step to set up tax?

Hi, I am new with Zencart. I try to setup tax as the step belows:
- I define my zone: California
- Tax class: Taxable Goods
- Tax rate: Taxable Goods (in tax class), California (unde Zone), 7.75% (under Tax Rate)

- Configuration-My Store: both Basis of Product Tax and Basis of Shipping are set to Shipping.

I only want to tax on the total purchase, not including the shipping charge.
I still have no tax calculated. It still shows: CA TAX 7.75%: $0.00 in the check out. What am I missing? Please someone show me steps in setting up tax just for the purchased prices. I am using the latest version 1.3.
