Tax Module Problems

For some reason my store won't add taxes to orders despite the fact that everything seems to be configured properly. Here's my config information:

Zone Definitions
------------------
New Mexico (Country: US; Zone: New Mexico)

Tax Classes
--------------
Taxable Goods (ID #1)

Tax Rates
-----------
Priority: 0; Tax Class: Taxable Goods; Zone: New Mexio; Rate: 6.875%

Config->My Store
-------------------
Basis of product tax: billing
Basis of shipping tax: billing

Modules->Order Total
------------------------
My sort order in the order total module is subtotal, shipping, tax, total

All products are registered under tax class "Taxable Goods."

One factor that may be relevant is that cart only requires users to enter their billing address, and not their shipping address, because all goods are digital. However, I assumed that setting "basis of product tax/shipping tax" to billing would solve any problems here.

Try setting your Tax Rate priority to 1

Does this happen if a product is not set to virtual / free shipping ?

Does this happen if a customer chooses a New Mexico address when creating an account, or only if they add a NM address during checkout?

What version of Zen Cart ?
