Default Attribute controller not allowing edits

When I go to the attribute controller page for my products, it only shows 12 of the option values for the product and then doesn't have anything else on the screen. There is no edit attributes button or anything so I'm not able to add anymore attributes to the product. On other products where there are less then 12 options on it already, it shows everything fine.

There is a link to a copy of the page so you can see what it is doing. Scroll down to the bottom of the screen and you will see that all of the options usually available to add more attributes are no longer there.
This wasn't a problem the last time I worked on this site which has been a couple of months and nothing has been changed since then.
Any ideas on what is causing this and how to fix it?
    Thanks

Either you have a corrupt file, or corrupt data in your database.
