billing/shipping zone

I set up my taxable state as Ca and followed the steps in the FAQ's. I set up Tx as non taxable and tried to sel a product to tx. It adds the sales tax. I set it up to compute sales tax based on the shipping address. But I noticed that its says if the
BILLING/SHIPPING ZONE = STORE then everything is based on the the store location. where do I find the BILLING/SHIPPING ZONE in order to correct it?

I found it by accident. I had to go to Zone Definations and edit the state -click - on detail - that opened up a new subzone and that is what fixed it. It seems to be in the sub zones that made it work. This is only my 2nd day with zen so there may be a much better way to do this.
