I have installed zen-cartv1.3.0.2 on my localhost for testing . when I fill my information,and goto checkout, its again let me goto same page not the next like invoice /paypal accout. why is it so? Can any body tell me this?

Typical causes of being stuck on step 1 of checkout (checkout_shipping page) are:
- no shipping modules installed
- shipping module is installed but its settings are configured to restrict to specific zone
- products ordered have weight=0 but the store is configured to treat weight=0 as free-shipping ... but you don't have the Free Shipping module installed/enabled..
