I'm working on updating my test site first.
The USPS shipping module seems to be working correctly, but is showing orange, not green.
What does that indicator mean?

orange means installed but not active ... you've set the status to "false"

This should do it:
Enable USPS Shipping = True
You might try writing down your settings, and then remove and re-install the module.
Is there a problem with your USPS functionality ?.

Enable USPS Shipping is set to True.
I have uninstalled and reinstalled a few times.
It does seem to function correctly: it pulls up quotes and proceeds to checkout fine.
But the orange indicator has me wondering.
