paypal not working after upgrade

I read the thread where it said - remove and reinstall paypal payment module and I did that but now this is the error I am getting.

Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements.

I wanted to give a quick update that the only thing that works is the The Zen Cart FREE CHARGE CARD everything else says that I can not accept payment at this time from this region.

That message appears when there are no payment modules installed, or when the available payment modules are restricted to zones outside the customer's current zone.

What is your Zone setting in the PayPal module in ZC admin ?

I tried re-installing it several times and making sure my Paypal is set up the right way as well and I still get the error:

This is what everything is set at I did not change anything from before the upgrade ecept for the new paypal instructions on the top:

Does this happen on all accounts, or just old test accounts?
If you create a new customer, does it work properly?

No there are no old accounts or test accounts - this was a perfectly well working cart up until this morning and all I did was run the 1.3.5 upgrade along with the sales report ( I downloaded that as well and installed it) Then I go to place an order under my account I had created when I first started the cart back in July and I see that the only thing working is the Zen free charger card.

I have not tried it yet I will try it

OK so I have made a new customer that did not work


I have also edited my address and it still said the same error.

I must have done something wrong when I upgraded which I don't know what because I upgraded to 1.3.0 just fine maybe there is a file that's missing because like I said if I install the authorize.net or credit cards - it says the same thing. I also tried to downgrade and overwrite the new files with the old ones but that didn't do anything either - something must have gone weird cause people still placed an order just this morning.
And I really don't know what else to do as I don't know how to re-do the old version.

Fire up WinMerge
Download a copy of your site's files (skipping the images folder and editors folder)
Unzip a fresh copy of v1.3.5

Compare your downloaded files vs your freshly unzipped 1.3.5 files. This might identify some files you missed upgrading completely.

everything was identical it said ... I checked all the files. I will play around some more until I get too tired.
