I have searched and can't find an answer to this question. I am only using USPS priority mail for shipping. However no matter how many products are being purchased the shipping fee remains the same. Could someone please help me with this?

Shipping from and to Los Angeles
I have entered the weight as one item inclucing packing materials. (.231 which I believe is the equivelent to 3.7 ounces). I'm not sure if this is the correct way to enter the weight. Did I enter it correctly or am I supposed to enter the weight of the product and enter the weight of the packing material seperately?
If you are shipping .237 to Los Angelos ... what is the change happening where you expect to see a price difference?

My client tells me that the shipping should increase by item number not weight. She says 1-2 items is one fee, 3-5 items are a higher fee, and 6 and above are a higher fee. But when I do tests the fee doesn't increase until the weight is over 2lbs, which equates to about 9 items. All of this using USPS priority mail so that she can track the orders.
USPS is shipped by weight ...
It has nothing to do with per item ...
You could customize it so that the Handling Fee is applied per Item vs per order ...
Or, you could use the Shipping Module for Item and put in a fixed per Item rate ...

My problem is a little different than this, but still the USPS rate won't change. I have only 2 items in my store and they're both set to 3lbs. I add an additional 3 lbs per shipment for packaging. So, if someone orders one item it should display as 1 x 6, but it displays as 1 x 15 instead. No matter how many items in my cart I have it still displays as 1 x 15. I've tried adding 6 of one item and 3 of another and it still thinks it weighs 15lbs. Suggestions? I'm at:
