I am having trouble with the Define Pages such as shipping, returns, privacy policy,etc...

It looks like my original ones for one reason or another will not work so i'm trying to modify the shipping page, and it says it's modifying the file in my override directory, but that is not the one that is actually showing up on the shipping page, it's the default one.

how do i fix this?
