override is not working why?

Hello.
using toturial, created a directory called custom in /include/template/
copied both images and css folder there , i can chose the new tempate from admin panle .
also i created a folder in /includes/languages/ and called the same as my template folder . and copied the english.php there .
now i need to remove the congradulation, you have ..... from index .. so as per tutorial , i created a folder in /include/language/english/ and named it same as my template " custom " copied index.php there , modified this file , but changes is not taking effect. still is showing the same stuff on my main page..

in toturial was mentioned that i have to only move files that i modify to folder that is in /languages/english/custom .. so this way zen cart will over ride the core file and uses the modifed one in custom template.. so why mine is not showing..

Yes, changes to the default index.php language file would go in:

/includes/languages/english/custom/index.php

problem is .. that after doing all that .. changes to my index is not show up .. i can only change things if i modify core file . so any idea as to why ?

What version of Zen Cart are you using? Is it an upgrade?
Which contributions have you installed?

Im using the latest version of zen cart. with added fix .. no contributions have been added..
no modifications has been done to any of the fiels .. just need to go live by end of next week , so need to get override up and running .. this way in near future i can have better looking template applied to my shopp

are "any" of the files you put in your /includes/languages/english/custom folder being loaded properly?

Files that are typically edited and put in the override folder include index.php, meta_tags.php, header.php etc

OK problem has been solved.. permission problme.. i was testing on windowsxp but moved the testing server to linux and set permissions correctly .. now it works.
I have ONE more question .
on header.php, i need to set " tagline here " to a store slogen ..
Slogen starts with the work WE'VE .. because of (') in the sentence i get parser error .. i know i have to use (") somewhere , but php is not the langue i know anything . so please tell me how to set this correctly
