It's been several years, and I'm not overly optimistic, but is there a Korean Language pack, has there been one in the works, I know nothing about programming/coding, but what kind of people are needed to get this up and running?

I don't think there is one.
You can start by making a copy of the english language files and translate them.

There's a recently-updated Japanese language-pack that, from what I saw on the forums during its development, would provide a possible basis for a Korean language-pack as well.
