OK, if I turn off the "Select state by drop-down", it goes away, so I have a starting point for my digging......

OK, aside from talking to myself here, I narrowed it down to a template issue. I reverted to the default template and no longer get the Runtime error on the login page. I thought I edited all of the templates. I guess I was wrong.....

I'm done talking to myself and figuring this out. I had copied all of the default templates into the templates folder of my custom template. I forgot I did that. I never changed anything in any of those templates, so I just deleted the whole templates folder from my custom template folder. Problem solved.
