IPN problem, Mode for PayPal web services. Default?

hello everyone, I am working on my french site paypal ipn ( i have a enghlish site working fine with paypal ipn). on this french site, i need paypal link to fench paypal , so my french customer can work out payment easy. i thought should be : www.paypal.com/fr/cgi-bin/webscr ( maybe should be www.paypal.fr/cgi-bin/webscr ? i am not very sure) , so i full mode for paypal web services as :www.paypal.com/fr/cgi-bin/webscr . it's not work , then i changed it to :
www.paypal.fr/cgi-bin/webscr .still not work. ( allways will go to english payment page.)


then,i checked the file "paypal.php" , under public_html/includes/modules/payment/ i found this :

i changed all "www.paypal.com/cgi-bin/webscr" to " www.paypal.com/fr/cgi-bin/webscr" not work . then changed to www.paypal.fr/cgi-bin/webscr. still not work ( allways will go to english payment page.)

someone can give some suggestion ? how can i fix it ? thanks in advance.

Hello kim , Recently, paypal seems too busy..... never reply the email , i still have 2 email sent to paypal 4 days ago and have no reply , i think i will get no help from them.
