Need HELP on shipping.

I had searched for "clone shipping" and the threats that comes up are not that clear I kind confuse.

I have products by pounds

I need to set up

A zone for
- Local . Dominican Republic
- US
- Rest of the world.

Each zone will have a normal price and an Expedite price.


What is the best way to accomplish this?

I don't know PHP.
