I am running a fresh install of 1.3.7
I have PayPal IPN installed and it works properly when customer pays by credit card or has a balance in their paypal account.
If the customer pays by echeck the payment is processed, but when the customer is redirected to the confirmation page their is no order number.
No copy of the order appears in the admin section
The customer does not receive an emailed copy of the order
In the customers My Account section no information on the order exists.
The items are removed from inventory and are no longer in the customers shopping cart.
I have installed the patch for PayPal Express found HERE

and the errors still occur.
I have searched the forum and found numerous posts from people with the same issue, and none of the suggestions posted have solved the issue.
