Why does my admin panel look like this? Catalog looks fine. Chmods are ok. Version 1.3.7.

Thanks for the update that this was an FTP issue on bad, missing or otherwise corrupt files causing this problem and that reloading the /admin directory, subdirectories and files was able to correct the issue ...
