If you're talking about the PayPal login page ... you will have to talk to the Marketing Department at PayPal. For some reason they believe that they like to make money by encouraging folks to sign up for PayPal accounts. If you can convince them that that's not in their best interests, you may see a change one day.
They offer paid services for those who wish to de-brand away from showing the PayPal name and logins when paying by Credit Card ... ie: payflow pro, website payments pro, etc.
Of course, you are free to use other merchant account services also. Shop around. Choose one that works best for your business.
If you're talking about the Zen Cart login page, that button only appears if the customer has something in their cart and hasn't logged in yet.

But I have edited my login page for smoother order flow. All that shows up if they choose to 'Secure Checkout' from the shopping cart page is a form to create an account ... no split screen with login vs. create account.
When I turn on the paypal express option (i.e. I want customers who are familiar and are interested in using paypal to use it for payment from the shopping cart page), it messes up my clean order flow with split login.
If there is no way to turn that off, then I am going to try paypal ipn instead.
