Charge a one-time shipping and handling fee per order

It seems anyway I configure my ZC , I cant get it to do this:

Charge a one-time shipping and handling fee per order in addition to the actual shipping cost, worldwide.

if I add a S&H fee, it gets added to each and every item in the order.
If I increase the weight of the item to reflect the S&H, each and every item's excess weight (S&H) also gets added to each order.

As I ship worldwide, per item, flat rates and tables don't help. So far diving the world into 3 "zones" and including the S&H within those flat rates works, but it seems like a huge workaround.

Am I missing something?

or is this the only way to add a S&H that doesn't get multiplied by the number of items in any order.

I got a bit confused....

Is there a way to include S&H in the cost of shipping for the first item and then each addition item added to the order is a flat fee?

ex:

3 products purchased:

the cost of shipping is the weight of the 1st item + S&H ($8)

+

each additional product (2) adds $1.25 to the total shipping cost of the order.

total 10.25

Sounds odd, but this is what my customers are used to from my last store.

I think i figured out my last post with the tare, had it backwards before: 10:1 instead of 1:10

so I have the weight of the packaging added only once, same with the S&H, any way to have additional items be a flat fee? (see previous post)
