my understanding is that it would use the 'last' css command that it got and that anything that was not specified by your own css would yes read back to the original ZenCart CSS

ANY stylesheet that falls under your "css" directory will affect the layout. As long as they all start with "stylesheet-[your unique name].css" they will NOT be ignored.
For custom sytlesheets, I suggest you make your own styles to a new "css" file (and leave the default one go as much as possible) then simply name your custom sylesheet in the proper "naming convention" in accordance with Zen Standards.
My suggestion would be to read the "CSS_read_me.txt" file found in the following directory /includes/templates/css/

Guys thanks for the replies, but to clarify, let me rephrase my question.
I understand all style sheets in the same template folder are read in the sequence described in readme. But, is template_default/css/stylesheet.css part of the styling cascade when custom/css/stylesheet.css is turned on?
No, the default template's stylesheet is not in the cascade.
