"Specials" category missing??

Hi - I have one sale active, but I am wondering how I can get "specials" to show up as a category in my store around where the All Products and New Products links are...I figured it would show up as soon as I had a sale active, but it's not.

In Configuration>Layout settings I have this:

Categories Box - Show Specials Link
Show Specials Link in the Categories Box

Set to TRUE

Oh wait - I guess "specials" and products that are on sale are different? Has anyone figured out a way to connect the two or create a seperate link for products on sale?
