Why are you trying to go to the "config files" through the Admin? To alter config files, you will need to access the actual file itself (usually in a text editor). It is not accessible from within the Admin? The admin is for managing the cart, not for altering the configuration files. (if you are talking "configure.php").
In your case, it sounds like permissions are not set correctly on the directory or files you are trying to access. "403 Forbidden" errors mean either permissions are not set correctly, OR, the file you are trying to access is "non-accessible" in the manner you are attempting to reach it.

OK, my bad. I wasn't meaning the Config pages, I mean the Configuration section of the admin side. In other words, the first selection from the navigation across the top in Admin. I cannot access any of those choices in that menu, because I get a 403 error. If it is permissions, what directory do I need to chnage in order for me to be able to see those?

Oh ok. That even more makes me think permissions.
What type of server are you installing on (Win / Linux)?
Did everything check out to "green" (ok) on the "server setup page" when you installed? There is a list of checks that automatically goes on in the early stages of install which informs you if all directory permissions are set correctly.
What did that say? Were they all green? If not, you'll want to make sure you correct those settings for those directories and files which were "red".

I am reopening this thread becasue I am having the exact same problem.
I think it has to do with file permissions.
I tried making the /admin/configuration.php file 777 but that did not work.
Any other ideas?

Set the permissions back and reload a clean file in case your file is corrupted ...
Also, as a test, go to Catalog ... Manufacturers ... and try to edit and update a manufacturer ... does it work?
