In version 1.3.9f I had the same problem where required text attributes stopped working. I did find that the configuration keys: PRODUCTS_OPTIONS_TYPE_SELECT, UPLOAD_PREFIX and TEXT_PREFIX were missing. I added them in but it didn't correct the problem.
I ended up disabling one of the products with required text attributes and then re-enabled it. Then that product and all of the other products started working after this. By working I mean you had to enter the required attribute before it would be added to the cart.
During some upgrades you need to disable/re-enable shipping, payment and order total modules because of a change to the values/options.
